What are my rights against landlord regarding bedbugs?

I am renting a room in a very old apt.
I left the room after my second bites and reported this incidents to the caretaker. She wanted me to catch the bug if I wanted to have pest control check my room. I wrote a letter to landlord stating that this is unacceptable and immediate actions have to take place.

I had my e-mail address written on the letter.
but no response, few weeks later, I decided to move out and gave notice to the caretaker on June 20th..

the landlord wants me to
1. pay $150 for the eradication
2. stay until Aug (60days after my notice)
3. blaming me for the cause of this infestation. (since I am the first to report)

My position is
1. pest control is an isssue in this building (rats in winter)
2. I am not the cause ( no bedbugs during my stay, I left the room for a month/ when I came back, I started to hav this problem)
3. wants to move out soon
Will finish the contract but won't pay for AUG rent.

What should I know regarding this issue?

Report it to the health dept. Your not responsible for pest control, thats all managements issue, as for "notice", 30 days, is all thats required.
